No, not by a light year... the top gemmers are well, the top players.
The cost to complete L10 walls is a large number (too lazy to calc it), and the cost to maintain elixir/spells/DE to attack on weekly basis is large.
Whether one uses foreign exchange tricks to lessen the cost, the cost is still much, much higher than that pic.
