What does the red cooldown bar for the war cooldown symbol mean? It doesn't seem to relate to time.
The person is already in a war from another clan.
Edit: It relates to the 2 day war time. so if its half way there is still 24h left.

I think it means that they are not eligible till the last war they were in is over ....... :o
i realize that but what does the BAR mean
it means what the last two posts said, and also the link given provides the answer as well --- they are not eligible - they are in cooldown from a previous clan war, that they left before it was over ....
THEY ARE NOT ELIGIBLE TILL THE LAST WAR FINISHES (the bar relates to the period of cooldown - max 2 days, if they left in the first minute of prep day).......
its not proportional to time though
er ..... halfway 1 day, full = 2 day (days are time units as well)

im at 12 hours and its exact half
sometimes im at 24 hours and its one tenth
