They didnt't downgrade... they make them even more stronger with their ability. Get your queen to max first and your king after you done.
This is almost the exact same situation I am in. King at lvl15 and Queen at lvl20. I had decided to stop upgrading the Queen, but after our clan was murdered in CW with a couple of enemies having lvl40 heroes I decided I really want a maxed out hero or two. So yesterday I decided to slowly up the Queen to lvl40, then it will be the Kings turn.
Well at least this will keep me busy for 2015!
