This is possibly the most subjective topic in Clash and in some way related to the debate of "To max or not to max". An upgrade of a unit or building is indeed an improvement in terms of statistics for said item, but unless you use the thing it is 100% a waste of resources.
I still have lvl 3 gobs. It's not even expensive to upgrade them and I have had lab free at times, but the fact is I never, ever use them, so any resources I invest in them are a complete and utter waste to me. (Not necessarily to others, they may be integral to your army).
The giant bomb has been cited as an example but largely with high level units and traps, the actual cost versus improvement can become debatable as to the benefit unless you are rolling in resources.
For the simple answer to the question, my money goes on the seeking air mine upgrade. Level 1 takes out a healer; upgrades and reset costs are RIDICULOUSLY expensive and are only going to be beneficial against drags or lava hounds, but still not going to save you the money that you will have to spend to reset them.
Air bomb is similar but with lvl 1 being competent against minions and all other levels being of negligible use against anything else.
Walls beyond lvl 7. Starting from 500k per wall for a 500 increase im hp. I have just started the skull walls but if my activity decreases, it will not be worth it.
Also healers in lab. They take 14 mins to train so I am goomg to ignore them. Also small bombs at 1 million!
For me probably fully upgraded valks or lvl 11 walls
