Any decent th7 could do the same thing without prancing around. Even easier if he has some good troops in cc. Except if a th9 did it the th6 would lose even less loot BC of the penalty on storages.

How about make it so the person being raided loses less but the raider gets what he or she earns
IMO anything that has to do with 100% of something being able to be taken isn't a good idea. Yes it makes collector raids on inactive bases better but you have to think of other repercussions. When someone attacks an inactive base a lot of the times storages don't get touched. On the other hand anytime you get raided by a full on attack most of the collectors are taken out also. Imagine every time you get back online to see that your collectors have done nothing at all. More people than none already see collectors as a waste of time and don't bother upgrading them very much. Implementing this would just make them more useless. All collectors would be for is to just give away all the resources that they have produced. Once people realize that then no one will upgrade their collectors anymore and there will be none to raid.
I LOVE this idea! :D It will be good for everyone! And farming is something real in the game. If SC didn't want us to barch-farm we wouldn't get 50% of collectors when raiding.
What about if they loot penalty stay the same as it is, but it is removed for inactive bases (e.g. those without a league badge). So it would make farming easier, but wouldn't hurt any active players.
The OP was suggesting to remove the loot penalty for collectors, not change the collectors from being looted by 50% to 100%. It would make raiding not only dead bases, but lower level actives who maybe haven't collected in ~12 hours, aggressively more profitable. Profitable to the point of skipping over good storage bases for all THs, especially TH9/10s. It's too much of a swing, I do believe the Dec 2013 update was implemented to keep the top THs from picking on all the TH6/7s for 200k each as their primary form of farming. This would allow them to instantly begin doing this again, just from collectors instead of storages.
A smoother transition, with the end intention on improving loot at higher THs (which is what you're trying to resolve, if I'm not mistaken), refers to this post:
Alvin posted an idea that deals with the problem of the loot penalty making raiding dead bases as a TH10 so rare that it's almost obsolete. The link is here:
http://forum.supercell.net/showthrea...to-all-high-TH
Basically, every full season that a base remains inactive, it resembles TH+1 during the next season for as long as it stays inactive, but only from the loot penalty perspective. This formula continues each season until they return.
So an inactive TH7 at the start of its 2nd full season since being inactive would move to being 100% raided by TH8s, 90% raided by TH9s, and 50% raided by TH10s.
The next season, 100% for TH8, 100% TH9, and 90% TH10.
For that last scenario to take place, the base would have to be inactive for at the earliest 29 days (inactive the Sunday of league reset, then 2 league resets to get TH10s to hit that TH7 with a 10% penalty during the 3rd full inactive season).
Also keep in mind Supercell still continues to decommission inactives out of the queue at an indeterminate time, but requiring at least a month to pass while TH7,8,9s are hitting it seems like a fair compromise for TH10s to have their go until it disappears.
I agree with the idea. If the loot is in the storage then these are active players. If its in the collectors, then the player is not attending their base.
