will be glad to hear your advices whether to upgrade or not...
personally id rather keep upgrading walls and the remaining archer towers and teslas and specially working on GoWiPe strategy but you know, its always been exciting moving to a new hall :D

UPGRADE ALL DEFENSE BUILDINGS TO MAX AND WALLS! Don't rush your town hall to th 9. The loot at TH9 won't be the same as the loot you can encounter at TH8. And at the laboratory, max all the elixir upgrades even the spells. You can leave your dark elixir troops for later or when you're at TH9 because dark elixir for TH8 is hard to collect and for TH9 you can have 2 drills and you can upgrade it to lvl 6. Max your Barbarian King before going to th9. Upgrade also your barracks so you can cook troops for gowipe fast.
I'd get at least one more barracks to lvl 10.
Max your defenses, trust me it'll help because when you hit th9 defense upgrade take 5-7 days or more.
Finish all elixir upgrades in the lab now or you will regret it, elixir is needed A LOT for early TH9 stages.
Try to get BK to 10, you won't have time to upgrade him for awhile at TH9 since queen is more important.
After that, you should be okay to upgrade, just work on the teslas during the TH upgrade:o
Or you can move to th9, farm the same, get the queen, xbows, more walls and more defensive and offensive power to barch with...
I moved to th9 with a base that had maxed wizard towers, mortars and barbarians/archers/lightning/rage... Lvl 7 walls only
So far, after 15 days, I got 2 xbows, the queen, all new buildings built, the updated mortar to lvl 6, 100 skull walls, new wizard tower to lvl 5, new elixir storage to lvl 10, spell factory upgraded, research lab upgrade and ballons level 6 will be done in about 6 hours, plus the new 25 walls are all at lvl 7 and 2 camps at lvl 7 and the other 2 are currently upgrading ...
Loot is so good at th9 I am forced to keep a builder open to dump gold/elixir on my walls... People who are telling you to not rush mean good, but i dont think they are aware how good loot is...
By the way, with my new defenses, more walls, and more splash damage, townhall 9's struggle to take my loot away... As a th8, I ALWAYS lost 100% to the th9's, but now, i dont lose as much, maybe 40% tops... I get hit by barch and giant wizards,archers goblins a lot... Ive been farming from 1800 to 2000... Ive never been hit by an air, hog or gowipe attack, but at this trophy range, no one farms with that, so it doesnt matter.
I have so many things to dump my loot into, I dont have to worry about it being taken away. No one raids me at all.. I had my th outside and only got raided by snipes... I moved it in and did not get attacked for almost a week.. I kept my resources low with helps :D
Hope you move up and enjoy the new th, it looks so much cooler ( that black ) and the queen is such a beast.!
Do you war?
If you are a regular in war, you're going to want to upgrade all of your racks & dark racks... as well as your air defense... and all the rest of your defense. You'll get annihilated as a TH9.
How many attacks per season do you win?
If you raid a lot every season and you can stay online for long periods of time, then you might be safe going to TH9 (provided you don't war much or you're in a clan that gets easy opponents).
Troops:
What level are your wizards and giants? Again, if you war, you'll chances are you'll need wizards as opponents get tougher. And one of the biggest reasons for going to TH9 is so you can get max balloons... yet yours are way behind.
Without further info, I'd guess that you should stay as TH8 and get a lot more upgrades done. Only reason to rush to TH9 is if you farm really hard.

Especially your teslas - they need some love.
Your base looks nice but atleast upgrade your barracks and teslas first.
