Which would be a better strategy for war, all dragons or half balloons half minions? in general, dragons haven't failed me yet but I'm th8 and one the guys in my most recent clan war, had his air defense on four different sides of his base, which one in the case of spread out air defenses would work better?
It really depends on:
1) The enemy base design
2) What level are your troops.
As far as my experience goes I have never failed a mass-dragon attack (level 3) even against some "anti-air" bases.
If you're asking which is more effective- I'd say dragons.
For TH8 level 5 balloons are maxed and against level 6 or higher air defenses, It's a disaster.

I find a good go to army for air is 9 drags 4 loons with your cc filled with loons lvl 6 if you can get. And 3 rage spells. I find rage is more practical as damage and speed increase and with a healing spell the drag still loses health only giving an advantage of a few seconds. I'm th 8 with lvl 3 drags and lvl 5 loons and this army has given me many 3 stars. Hope this helps as better alternative. I used to use the loonian and mass drag armies and they basically only guaranteed 2 stars. This I find guarantees more 3 stars. Remember to aim your loons at air defenses or behind the drags depending on where air defenses are situated. Clash on!!!
based on my experience watching replays. Dragloon is the most effective way to 3 star TH8s. The loons help destroy AD's early which helps keep dragons alive longer.
But attack strategy and troop composition really depends on the base design.
