How bad are these th 10s that they deserve to be trashed by a good th 9? If they are premmie with lv 4 towers or something, 2 infernos will not stop even barch.
If they are premmie as in max th 8 towers, I believe 2 infernos should not be that big a deal for losing th 9 level towers, and lv 6 giants should handle them fine (tip: use rage/jump/both instead of heal for infernos), or valkyries or loons. Giants, valkyries and loons all handle both single and multi infernos fairly well. If you insist on GoWiXX, add 4 giants or so to your golems, both giants and golems target defenses so they will be together.
If they are having th 9+ towers, then a th 9 should not be able to trash them so easily, it is the same for any other th level.
That being said the scaling of inferno tower with levels is a bit odd and too good at level 1. I think multi infernos should target 3/4/5 targets from lv 1-3 and single infernos take 9/7/5 seconds to heat up instead of scaling in damage, since single infernos are good at burning high-hp troops like pekkas/golems at all levels already and multi infernos still have the main perk of negating healing.
Actually.. They should just implement a new system on heal spell:
lv 1-3 inferno blocks heal
lv 4-5 inferno blocks 75% heal
lv 6 inferno blocks 50% heal
should be enough to deal with rushed TH 10, while making it's still hard to attack good TH10

Your suggestion that you can get 2 extra spells at TH8 and TH9 is what is unfair. It is very unlikely SC will give TH10 a new spell . They are prob working on one for TH11.. And besides, what will th7 say??
My honest feeling is to leave things as they are.
Just go to town hall 10 and stop making proposals to unbalance the game!
Can we stop having requests to make it easier to raid higher TH levels? It's not supposed to be easy to raid a higher level TH unless they are rushed/premmie/have ♥♥♥♥ base design. What would be the incentive of going up to next level if we get all the good stuff at the current level? In fact why would anyone bother upgrading their TH if they could be easily raided by lower THs? Use a bit of common sense and logic please.

If they add TH11 before fixing the loot issues, I quit. The game is almost unplayable as it is.
The game is already unbalanced with too much of a gap between TH9 & TH10. The suggestion that we should all skip past TH9 and go straight to TH10 to fix this issue, is not really a solution.

I was responding to a comment about TH8s not being able to attack TH9 bases with x bows. I used to use lightening to take out x bows - not completely but it was an advantage
I also used Giant healer against TH9s. Seeking air mines were rare because they cost DE. Few people in my clan bought them and not many people I attacked had them- this could have been due to me farming in gold league though. The Seeking air mines weren't re armed - you had to purchase them. Someone can probably say how much - but I never bought them because for me they were overpriced.

I see little value in getting 50% as TH9. In clan wars I have sent in my TH8's to one star TH10 bases where the layout allows for an easy 50%. Even one of my TH7s attacked and 50% a TH10 base a couple of of clan wars ago. We aren't attacking maxed TH10s I should make clear but my point is that getting 50% a base by attacking outside buildings, in my opinion, isn't what the game should be about.

However, the game is becoming more and more difficult for TH9's to attack TH10's. Biased as I may be - but the reality is with the ever increasing levels of troops at TH10 they are also having increasing levels of defenses to match. TH10s have two levels of archer towers... two more levels of teslas. Question for me is where is it going to end?

Particularly when we don't know the context of the OP and where he is struggling ( clan wars ...farming... trophy pushing)
Personally my strategy is... farming. When I have taken down Infernos single or multi for the majority of the time I have had a low level army to do it - often barbs archers 10 minions a few giants if I'm lucky wizards and heroes. I only really attack them when I want the DE. I'm not out for the win. Just the resources. And yes I do realise at 167 I have not taken down many of them... but I do enjoy the challenge. I don't want to and not sure I need to 'adapt my strategy' at all.
The queen makes a huge difference to the game - but to level up to 30 - even if upgrading one after another takes a significant length of time.
