Playing inactively (now)- Gems probably last 3ish months, depending on whether or not I need to gem an upgrade for war/boosts (we got the Aug 1 gem boost 20 hours after I started upgrading a DE drill to 6, that ate a bunch of gems to finish). The gems could last indefinitely at this point, but I like to spend 'em if I've got 'em once I get over 1-1.5k.
Playing actively - a month? I've never been committed enough to even boost back to back on my barracks, so I don't know if I would end up vested enough to use them all in that time span.
Buying upgrades - about 1 minute :). I was transferred money through Google Wallet and just cashed in on some upgrades (inefficient, I know; but whatevs) instead of letting the gems sit (or spending $$$ on something else).
About 30 seconds if I have planned what to use them on already. Probably less than 15 realistically though. I don't buy gems to not spend them, so ya.

i occasionally boost collecters
When boosting, i spend about 90 a day. 2 barracks and my queen for 3 boost periods. So, thats about 22 days if i am purely boosting
