Well you can already remove it at your whim. I like the idea of moving it for the same cost as removing it.

Then all those people with the forests that they had to grow themselves lose the achievement of doing it if this happens. I know its not a big game changer, but its more of a personal thing than anything.
Furthermore, if Supercell has issues with this possibly being used to clutter a map, I'd be happy if they even limited it to the unusable perimeter area. Make it so they can be transplanted, but ONLY to ther perimeter for aesthetic purposes and it wouldn't interfere with the gameplay at all.

Lol, oh the joys of starting a forest. The manipulation and time/patience needed in growin a forest is a part of the achievement, if you take that away, you take away the achievement as well. I think that a badge should be made for those that have a forest pre-transplantable obstacles, then those who get it after, get another badge
Just to quickly sum up/update my suggestion after discussing with people here:
Ability to move Obstacles
Restrictive Cost
Confirmation of cost on picking up, confirmation of placement on setting down (to avoid accidents)
Transplanting costs same every time you choose to move, cost to Remove stays same after moving
(Possibly) Limit to perimeter to prevent possible exploitation of map area
