I really think this could add a new element to the defensive side of the battle. That would also help everybody who plays in the long run.
I'd certainly like this idea, though I think it should kick in at 50% health.
This is something I would love. Have the option under their patrol/heal button and have it use DE if active to function. The heros already walk away if they arent drawn in, give them the ability to deploy scouts to a further band. At least it would make storing higher quantities of elixer and gold safer, and add a challange to raiding you just have to find a way to overcome no matter how its put into the game.

I would gladly spend loot to be able to arm/re-arm a hero's ability while on defense. I imagine working like: once a hero's health dips into the red- the ability auto engages. And like other traps/bombs- it would need to be manually rearmed after each use.
Step further: To give balance to the attacker- It would even be fair to give a visual indicator, that this ability is armed on the hero(es). It could be the deciding factor in someone raiding a base, or not.
