I've stated this so many times already but giants and loons should be priority as they have the largest increase. Both are extremely good for farming, and loons especially for anything.
Lvl 5 Barch is sufficient enough for an early 9, and their increases are minimal at lvl 6.
Barbs do have the luxury of being the cheapest though (you'll need a ton of elixer as a new hall 9) and they also get quite a bit more tankier in terms of HP at lvl 6. Might not be all too bad to do them first if you are working hard on other elix upgrades (camps, factory, drills, etc).

HAd the same problem when I started out as a TH9. But then upgraded balloons first followed by giants (just finished today). No regrets since our clan always do wars and this two are almost always requested.
barbs will be next followed by archers. :cool:
Also, you can farm up to crystal using lvl5 barch as IDBGOD said.
