Posting after you, but I would say yes. I've got both TH10 and TH9 accounts, and in Crystal II the TH9 gets it done 80% of the time. In Crystal I the TH10 almost never fails.
This is avoiding bases with Inferno Towers set on Multiple targets. It is also primarily looking for TH9 bases, or preemie or otherwise weak TH10 bases.
Usually attack a base from one side, or - if a 'corner' looks like a good place to start - then from the two sides by it.
Giants in the CC, and half Barbarians and half Archers as my army. I drop the Giants in the middle of where I'm attacking, and then three-finger drop roughly 60% of the Barbs along the side(s) of the base. Then three-finger either all or most of the Archers in the same place. It's important to do all this absolutely as fast as possible - the aim is to overwhelm the defenses.
Then both Heroes, in the center of the area where I'm attacking, or will adjust if it looks like there is a more sure path toward the center of the base. Then the rest of the Barbarians, so they follow right behind the King. A few Wallbreakers might be of help, but I rarely use them. The Barb King will often be ♥♥♥♥ing through a wall, and that gives the following Barbs time to catch up to the King. Or, if the King has entered the base he'll be attacking something; again giving the Barbs time to catch up. Once those Barbs are in range, I rage the King - this is the heart of the attack and things usually move fast here.
If I haven't used all the Archers, I then send the rest of them. The King will surge ahead under Rage, taking the Barbs with him. The Queen drops behind. I don't worry about the enemy Clan Castle - if it draws my troops toward the center, fine; and the worst case is probably a Dragon with Minions - flying things that threaten the King and Barbs. Once in a while it's best to Rage the Archer Queen to take care of such, but it's rare to have to do it.
The "swarm" of the raging Barb King and the Barbs usually at least gets into the core of the base. Sometimes they pretty well clear it, sometimes not - and then the Queen takes over. With the tougher bases I attack, there are times when the Queen will just barely get the Town Hall or the 50% for a minimum win. With the easier bases, even the storages on the far side of the core get taken out.
In general, I do think there are now "loot woes" for TH10s, and really - for everybody - since Elixir has been able to be used on walls.
