Basic Idea
The Soul Thief would steal the souls (health, damage, and speed) and enrage the surrounding buildings with them. For example, a giant is targeted by a soul thief, 1%(example %) of the giants health and damage will be spread evenly to the surrounding buildings. Speed is for cc troops, king and queen, and skeleton traps. Buildings and troops must be in range. It would not work against skeleton troops and witches as they have no soul.
