What if there was a clan bank and something like 5% of everyone's war winnings would be placed automatically in the bank. The the leader of the clan would have access to give out of the bank as he or she wishes choosing whether to give the winnings to all of the clan members or only to those truly in need. This would give an incentive to join the better clans.
