I like the idea where each member can hit a toggle button to opt in or out. Whatever they choose remains until they decide differently and then toggle to their new choice.

I run a decent war clan(pain redefined, if interested)and for me this is an idea I constantly hear in game. To me this would be a godsend, for a few reasons...1: if u have players that are gonna be vacationing, inactive or out of cell range for a few days this saves u from having to kick them from your clan to war effectively, 2: if your description has rules about attacking in wars 2 times or performing at a certain level (at least gain 4*s in war etc) then u can opt them out of ur next war instead of kicking them, like a second chance option...kind of like benching players in sports. I don't see any negatives tbh, for those saying, "some players will never war then", if a player wants to war, then find a clan ur able to war in, if ur getting benched every war...find a new clan, be more active, or upgrade ur base. Its Not hard to get into a war, but warring with clans that get the best turnouts in war should be a privilege, not a right.
That's what I mean I am only a co in our clan but I could not take part in the last war as I was going to be away so I had to leave my clan and then return after the war but if I could of been opted out I could of still been there to donate troops until I went away helped out with the prep ect.
That's what I like, I co-lead a clan already for 6 months and I dislike the option that we are going to choose who is in or not. (that's how it is).
We are all mature enough to click such buttum by ourself for our team, if you are going on holiday or you get a busy week. :)
The only way to balance the good from bad is to have members hold the power to opt themselves. Otherwise players will just opt people out to make the players involved only the stronger raiders and that will be too unfair. They also might just opt people out because they don't like them. This is too much power for leaders. I strongly approve though of having the member be able to opt out themselves because there can be nothing wrong with that. My clan though boots us and then adds us back after prep if we can't do war.
I like the idea of the leader of clans being able to opt in or opt out players for clan wars for a multitude of reasons. The first reason being is not everyone is a clan war type of player. Some people enjoy the art of farming and prefer that to war. I myself have had to reluctantly release some folks people from my clan (The SPQR Clan) *cough cough* who were perhaps great at donating but just didn't participate in clan wars. Then sometimes someone has a spell factory or hero upgrading, is taking a trip, has something larger going on in their life, and they might not be available to war twice a week. Also the argument for this option giving the leader of the clan "too much control" is simply ♥♥♥♥♥♥ed. It's the LEADER of the clan, they are SUPPOSED to have the most control over the clan affairs! If someone isn't a fan of that persons leadership then address it or find another clan. It's that simple
There are many problems with the leader choosing the people to go into war (bias, drama, etc.), and there are also problems with members choosing a clan war opt in or out through settings or something (unable to reach, leeching). The suggestion with a limited time has its own problems, especially in international clans.
One suggestion that seems to have less flaws is a combination of the first two I mentioned, members have a button in the settings that allows them to opt in and out of war. The leader can veto someone from opting in, in case of force majuere (countryside, blackouts, hurricanes, etc.).
There are still flaws, but that solution is my favorite right now. I started a thread with a poll about this subject, so if you voted, I would appreciate the data.
