War rules page PLEASE !!

I'm sure this has been raised before, but please supercell
GIVE US A WAR RULES PAGE !!

It so annoying to have to go through a list of rules with every new member every war..
We can't use the clan mail system as new members can not see mail posted previous to them joining.

For instance we have a rule that only members with maxed troops can donate to defence cc, but everytime we get new members there is always one who missing the previous half a dozen messages posted about it.

A simple tab on the war map page would be great. A place where a leader or co-leader could type up to 150 characters would be sufficient.

This would be great if added as a patch on to the maintence break to remove the Halloween theme..
