Someone in my clan keeps donating wallbreakers to the war castles

Don't worry. WBs are one of the most expensive troops in the game. If a guy is waste millions of Elixir each war to do this it means. That's person cares a lot for the clan

They used to, but as of two updates ago, that is no longer the case.

healers do however, heal the other clan castle troops. and/or the heroes if I'm not mistaken.

Once you have narrowed down the prospects, go to their base and check out the army camps. If the WBs in the army camps get reduced while the donations are taking place, then that also can be a hint. So let's say the person has 12 WBs in the army camps, if it suddenly goes down to 5 or 8 while the WC are getting stocked with WBs, then you have an idea who the culprit is.

Supercell just very very simply needs to add reporting for 1) who donated what clan troops and 2) give donation credit for those troops. Problem solved!

No one said that the camps would be full of healers. The idea that you quoted wouldn't even have a healer sit in your camp for more than 10 seconds
