Why do you feel this is not good idea?

If you are able to do so strong troops (golem PEKKA etc) will make them very overpower because their survivability level during fight is high
HAHAHAHAHA, it is SOOPER rooled out! It's so ruled out that there is a box made of rulers somewhere and this idea surrounds it on all sides.
Well it is frequently requested, the community at large seems to be against it.
I am personally against it because (as someone pointed out before) high levels can make a lv 4 drag army, and continually raid low level TH's without any time in between to rebuild their army. They'll be making much less loot per raid, but a lot more loot/hour.
I think managing your troops intelligently is part of the strategy of the game, this would deincentivize anyone from NOT dropping every single troop to battle every time (granted if you are attacking at level, you are probably doing that more often than not)
I think it war's in more poorly run clans (aka the ones who have trouble with hoppers, you should know a bit about those "types" of clans there gold) it will incentivize higher level players to attack lower, taking attacks away from lower level guys so they can save some elixir.
Finally, the game has been this way forever, it would be a dramatic change that may completely change the game, and I enjoy the game so am not for any changes that would has the potential to change it this much.
Something I would maybe consider is that surviving troops go to a medical tent and can be cured at half troop cost and half cook time. So long as the ability to constantly battle is taken off the table.
Then you need to learn how to raid with cheaper armies, or only use the troops/spells you need to complete your objective on the base you are attacking.
Same goes for the player that said they can't get any stars on TH8s without using mass dragons. I used to do it with giant/wizard/healer all the time. Sometimes I could even 2 star a TH9.
This has been requested and explained 1000 times that higher level players would just go smash lower bases with strong armies, have to pay virtually nothing for them, and get to attack again almost immediately.
