Almost happy photo. The "HAIL THE MIGHTY IMPERIAL BEAR EMPIRE!" part should have been done in BOLD. (Its hard to find good hired help around here).

And using a bigger sized font always helps.

....and golly, the use of colour is not to be sneezed at either, and considering purple is traditionally associated with some Empires, its use would be suitable in our case.

But you are obviously a curious young person, I shall reward your curiosity with another secret: italics.

To help clear up any confusion about the way our Imperial Empire works, ask any questions you like. Here are some sample questions.

Why have the Imperial Empire? Why have a group of clans acting together and cooperating?

We have a group of clans so that people can find the right fit for their playing style, yet all clans share the same basic rules about behaviour and responsibilites. That means people can find the same great playing environment, friendly, helpful funny people who donate a lot, in all of our clans.

What is this about clans "reinforcing each other"?

Sometimes a bear clan will struggle to recruit, at other times another bear clan will be nearly full. Over time we have learned that nearly full clans are much more likely to gain new recruits than clans that are only partially full. It appears that people like the idea of "safety in numbers" and so will naturally choose a clan of say 45 to join rather than a clan that has 35.

What seems to happen then is that one bear clan gets filled to bursting with new members while another bear clan still struggles to recruit.

To overcome this we expect our Bear clans to help each other out, by sending members from a nearly full clan to a clan that is lacking in numbers. This means our numbers become more evenly spread. It also provides an opportunity for different clan members to create new friendships. It helps keeps us unified.

Most of the time we rely upon volunteers to help us in this task, but sometimes it may be necessary for members to move when asked by their leader. many of us have worked hard to build our clans up to where they are today, so we expect members to contribute to the Empire they have joined by moving when and where they are asked to go.

Its simple. if you join one of our bear clans you get a great many benefits that many people have worked hard and long to create. In return we ask that you help us in return by contributing to the success of our Empire.

Whoah Dude! You mean I have to move to another clan if a leader asks me to?

Yes. But it will only be to another bear clan like the one you are already in. We ask that you move there for at least one week, and no longer than two. After that you may return back to your original clan if you wish.

Okay, that's not so bad, but what's this about making more clans?

As an Imperial Empire we keep expanding. So about once a month or so we create a new clan. We want to give people an opportunity to join our organisation and enjoy the benefits of belonging within our clan system. When all of our clans are nearly full we make a new clan. We call this "swarming". The new clan is always called after a natural feature with "bear" added at the end.

It works very much like clan reinforcement. When we decide to make a new clan we ask each Bear clan to contribute five members, including some experienced elders. That means the new clan gets off to a good start, has lively and active members and good elders. It means the "blood" of our clans mingle. with members able to get to know each other, share some laughs, and all know that we are all still playing by the same rules we have in all of our clan.

Here is an example:

We have four clans, each with 45 members. We decide to make a new bear clan. So each clan contributes five members to the new clan.

So the new clan instantly starts off wit 20 members. The new clan then begins its own recruitment drive with its own recruitment thread.

In the meantime the four old clans are left with 40 members each. They still recruit members until they fill back up to 45.

Over the next two weeks the following happens.

The new clan slowly rises to 30 members, with new members being recruited from outside the Empire. The old clans continue to passively recruit and start to fill back up to 45 members.

What do you mean? Passively recruit?

Remember, the old clans are still very attractive to CoC playerss wanting to join a clan. The old clans will be still full of relatively high level members who donate a lot. A lot of players see this and want to join. The old clans dont even have to actively recruit. They can sit there on "invite only" and still have a steady trickle of players wanting to join. That is passive recruitment.

The new clan however has to be more active in its recruiting. Although it may have twenty active high donating members, it will not be seen as so attractive to the outside public. They may have to be frequently recruiting using the "opengate/shutgate" method, where the clan is open invitation for periods of time.

Two weeks is up. Now what happens?

Well, at this time the Empire leader, (an elected person who we call the Big Moo) takes stock of the situation. It may be necessary to send a second group of members across to the new clan to replace those who now wish to return back to their original clan. Again, as the case may be, each clan is asked to contribute a number of members to the new clan.

Since no clan should exceed 45 members, there should always be room for returning members. When a clan exceeds 45 members, thn it simply sends the excess to the new clan.

Over time, with gradual, weekly movements, the clan numbers will even out. Until each clan reaches the idea number of 45. And when that happens, we begin the whole process of new clan formation all over again.

Why? Why? Why?

Because we are an Imperial Empire, that why. That is what Imperial Empires do. That is why we only want members who are interested in being part of a dynamic, ever changing, ever expanding Empire. We have fair and reasonable rules. We have generous and helful members. We founded the original Bear clan on certain principles, which included helping and assisting each other. If we become insular and shut, how can we help people who want to join an awesome clan? We cant. We will not blinker ourselves. There are many great players out there who need a home. We are their home.

Well Great! But what is to stop one of your Bear clans pulling out and just going independent?

In practice? Nothing. But then we withdraw all support from them. We sever the links that once bound us. All we ask is that the clan who decides to up and leave the Imperial Empire gives all its members the opportunity to leave and join us if they so wish.

Here is a list of all the members who are eligible to vote on the Imperial council.

It goes without saying that people with an alt account can only vote once. Likewise, people with dual roles can only vote once, in accordance with their highest position.

Now, if I have missed anyone let me know. Remember that a SAA is someone who has been a Bear leader in the past, and as such is implicitly trusted to be able to lead a clan again at any time. A SAA can also be someone who has made an outstanding contribution to our clan in some other area. Although they are not with us any more, or have not yet declared for us, two people who would have been included would be Leech for his artistic contributions and Tanys for her communications contribution.

Some SAAs may have to relinquish their potions if they are no longer as active as they used to be, and have no interest in our Imperial Empire' politics. Please let me know if you wish to relinquish the SAA position for any of these reasons.

Note that we still have a few members floating around in Skybears. For now I wish to consider Skybears a semi autonomous clan, neither part of the Imperial Empire yet, nor having rejected us yet. For that reason I have not included in the list any members from that clan until they have become aware of the split in the bear Empire, are in full possesion of all the facts, and can make their own independant decision as to where they want to go.

The Imperial Council

The first order of business is the election of the Big Moo. The Big Moo is overall leader of the Imperial Bear Empire.

The Big Moo may only be elected from present Guardians, Leaders and SAAs.

The term of office for the Big Moo is one month, with new elections being held at the end of every month.

The Big Moo may serve in dual roles, for example as a Clan Leader and as the Big Moo.

To stand for election as the Big Moo, members who want to stand for election must put their name forward here. In this thread. As stated previously, they must be Leaders, Guardians or SAA's in order to nominate themselves.

No one may nominate another person for the Big Moo. We want the Big Moo to be someone who is confident of leading the Empire, wants to lead the Empire, and has firm beliefs about the overall strategic objectives of the Empire. This is not a popularity contest. We have no time for coyness or people who are unsure and are being edged into the position by others who may have good intentions, but are perhaps acting out of kindness, rather than out of what is best for the Empire.

In the name of THOR! I hereby declare that nominations for the position of the Big Moo are now open.

All nominations will be placed by the end of this Friday. The elections will take place concurrently and over the weekend. By Monday the votes will be tallied and the Big Moo announced.

To vote, all Guardians, leaders and SAAs must vote in this thread.

No nominee may vote for themselves.
No proxy votes will be accepted.

All Leaders are expected to announce the elections through the in game mail box, referring all SAAs to this thread. (Type something like " Refer to pg4 of thunderbear thread re Imperial Elections" )
