I tend to upgrade my outside walls first to give my
defense more time to stop attacks. I've seen other bases
where the inner core is upgraded first.

Maybe because your mortars need protection ? more splash damage to attacker.

Outside walls are far more likely to be taken out by wbs so i prefer to do inside walls first.
Core, then intersections, then second layer, then outer layer, then others
I used to do the inner walls first generally - with the exception of interconnections.
The thought was that wb's would break through upgraded outer walls anyway (at th8) so doing the inner walls might mean an enemy has run out of wb's by the time they get to them or the wb's get distracted/killed before they get to them.
The interconnections idea was that you often want troops to go round the base in a loop so if those walls were weaker it might help with that - not sure on how the AIs actually work there.
i always upgraded my inner walls first, the reason is the core is what you generally want to protect the most and where your best def goes
Inner walls first, the outer walls are usually breached, make it hard for them when they get in to advance further
inner. easy way to tell a noob is they put stronger walls on outside.

I do core/inner walls first since that's where my DE is. That, and usually wall breakers take out the outside walls easy.
Inner wall first cause that's what going to stop the troops. It takes some skills to send a WB deep in to the base to take the inner walls. Usually they don't pass the 2nd layer and troops end up beating their way in.
