How to 3 star a th9 as a th9

Long time lurker of the forums, but decided to join and ask this question because nobody really seems to have answers.

So attacking in clan wars, there is a strange problem.

I find that it is extremely easy to 2 star a th9, like you have to royally mess up or have something go terribly wrong to not 2 star the town hall 9.
On the flip side of that, I'm finding it extremely difficult to 3 star a town hall 9. The only times i have are when the base is a preemie, which i don't necessarily count.

FYI the strat I use is gowipe with this comp:
3 lvl 3 pekka
2 level 2 golem
13-14 level 5 wiz
7 level 5 arch
4-6 level 5 WB (depends on the base and how many initial compartments as i use the jump spell)
2 level 6 giants (for cc lure, if cc is unlurable then i swap from some wiz)

Spells:
2 level 5 rage
1 level 5 heal
1 level 2 jump

Is there any better strat to use? Is 3 starring largely dependent on Hero Level?
