There is no logic atm!
You actually CAN use your heroes in clan wars although they are upgrading, but only for defense.
So it would only be logic to make them available during attacks as well.
Of course if you are upgrading heroes, you can't raid normal multiplayer battles with them.
I'm farming quite much ~200 wins / season and I'm in CW clan which is fighting nonstop. Its a pain in the ♥♥♥ to try develop your heroes and battle in wars. And it's just stupid to try attacking maxed TH10 without heroes.

Very frustrating, would like to not have to decide between upgrading and being full strength for an attack.

Leave the clan during the clan war if you have to! Do your barracks become usable during clan wars? No! Does anyone want them to be? No! I don't see the difference...
