I don't see why they are down, even when not at war....... like mentioned quite a few times already, when an offensive unit is upgrading in the lab, you still use their current level, why should heroes be any different? Use them offensively, and defensively at the current level, and when the upgrade is done, new level.
I HATE with a passion that heroes are not avail while upgrading. Heroes are vital when you are attacking maxed bases......
