I think it would even be reasonable for a penalty to be applied. If your hero is available in war, penalize 5 levels if it's current "building".
Taking players out of the game for 7 days at a time goes against everything that has been done to make players more active in the past 12 months, including reducing building times (Please can Wizards be 3m).

I agree, we need this asap
The point in clan wars to get more loot and help upgrade your village. If you then upgrade your queen or king which takes a week, you can't participate in half the game while this is happening. I understand not allowing heroes for raiding but they need to be there for war. This limits how fun the game is significantly!
