I haven't been able to use my heroes for over month
with a few more months of upgrades to get em maxed
Not having them in war is a pain
It cuzs us to b unable to attacks at full strength and most of my clan mates jus wanna get 15 15 and give up
Are we supposed to do without heroes in war for months jus to get em maxed???
I can understand not having them for multiplayer
But atleast let us have em for war

It's not that easy
To get your heroe up 5 levels is 5 weeks after lvl 15
Some clans want to run 50 50 and don't allow opt out
Not being able to participate with your clan mates takes away from the game
And when 20 guys out of 50 wanna do heroes then what does the clan do???
What happens if more people say hey I wanna put my heroes down aside from the initial 20???
become dictators and say only u and u can upgrade the rest wait???
It's hard to win if u can't use your heroes in high level wars
And it takes away from the game if u are a member of a clan but u can't b in involved in it for long periods of time
Jus cuz u can't use your heroes

I totally understand why Supercell would be hesitant to do this. It means giving up a known revenue source.
Here is the thing that NEEDS to be considered though, how much lost opportunity are they giving up by not allowing heroes in war when upgrading? This missed opportunity is a whole lot harder to measure, but given that the game is now later in its life cycle, I suspect this # could eclipse what the current model generates.
How many have and will quit due to getting bored during the hero grind?
What would happen if instead of holding heroes hostage for ransom, player retention was improved? Could smaller amounts more frequently spent on boosting make up the difference and then some? How about they keep adding hero levels and just make them hell of a expensive so people boost farm them as a alternate revenue source.

My heroes are level 25. I am upgrading them one at a time. It will be 30 weeks before I can do clan war again.
