I agree also but i have another suggestion! Hero can use while upgrading but, his ability disabled or can't used!

I'm in a clan with 40 plus players and rarely have more than 15 in war because of hero's upgrading. SC should have alloyed this long ago.

Make upgrades pausable, It's so simple.
I'm sure they are not doing it because it would hurt their income.
