I have no clue why or why not, so no opinion here... but:
I went TH9 on February 1. Since then I have had 1 or 2 heroes on upgrade since. Currently at 22 and 23, both upgrading. There has only been some times where both have been available for a few days and for me to catch a war. I'd say 2-3 wars in almost 6 months now...
Is this the way it is intended? I would love to war more...

I spent a lot of money Geming hero time just so I can war.. been Coleader can't be opt out 24/7 to hero upgrade sitting on 150k dark right now waiting on war to end to upgrade my king.. I honestly can farm dark faster then they upgrade even at lvl 30ish

its so frustrating having to sit out for 7 days. why not a pause button while you are in the war.

At least it should be whatever lvl they were when prep day ends, just like defences.

Heroes upgrading is really a pain especially when you are an important member in a clan that is beginning or has few good members
