Yes, a lie is the utterance of a falsehood with the intent to deceive, but not all forms of deceit or immoral behavior is properly characterized as a lie. In this circumstance, suppose the advice is bad advice, and even should it be bad advice (although the advice given would save loads of time, even if costly), I can't quite see how what is offered as a tip can qualify as a falsehood.
