Well, like I said, I couldn't find any country where Halloween-esque celebrations occur after November 1st, it certainly seems to strictly be an October-based holiday and October is more than half over now. Going by what I've read, it seems a big complaint from last year is it carried on weeks into November, which I can understand would be disliked since the occasion would have been over everywhere it's observed.
As for "USA timing", again, most other online games (even ones by non-US developers) that do a Halloween-esque event have started it already and many began the first of the month. Hay Day's definitely late to the party here.
What SC should have done was released the purchasable Halloween decorations at the first of the month, that way those who want to decorate could while those who don't aren't subjected to costumes on the animals -- which also seems to be the main complaint against Halloween or any other 'holiday' in Hay Day. Maybe SC should just stop dressing up the animals? :P
