You want to keep get your offense upgraded ASAP as it will help you to gain more resources after the new loot penalty of th9 kicks in.
1. Clan Castle (Uses alot of gold, when most everything else needs Elixer at this time)
2. AQ - to lvl 2, then an Army Camp
3. Spell Factory
4. Army Camp
5. Army Camp
6. Lab (whenever your next upgrade finishes)
7. Army Camp
8. De Drill.
Use four builders for that and one builder for your new buildings.
Once your offense is upgraded try and keep one builder on one DE drill until both are maxed, one builder on one Tesla until they are maxed, one builder on one x-bow until they are maxed, one builder on AQ whenever you have enough DE and that builder plus the other builder catching your other defenses up to th8 level.

I hit th9 a week ago and this is what's i've done (am headed toward).. Lab and Spell Factory, New buildings, Xbow's to Lvl2, Drills to Lvl6 and Camps.. I'm focusing elixer upgrades because I need to get all of my walls to skulls. I only had about 50 skulls going into TH9 and I'd like it a bit more durable to hold off the lvl6 Giants. I'll do CC when I can.. I only really request for war and loot defense and my war bonuses are just getting into 600k+ so i'm not maxing it's loot capacity yet. My lvl5 barcher is fine for farming right now, has a little trouble with good afk th9's and 10's. Barb's are next on the upgrade list. The reason i'm maxing my drills asap is to get a good jump on Golem (Gowipe) upgrades and Queen to 10 asap. Food for thought brotha, have funn and good luck! :D
Just reached TH9 a week ago...Other than starting all the new buildings and getting the new walls up to level 6 right away, the first item 3 major items I started were the Spell Factory Upgrade and the 2 X-Bows (would have done the Lab, but it is still in the process of upgrading the Pekka to level 3). My current plan is to focus on the Elixer items, with the DE Drills and Army Camps being first priority (with a break for the lab once it is done). I will keep upgrading all of the elixir items with 2 builders and use the other 2 to bring all of the new items level with the current items. Don't have the 5th builder yet, but as soon as I do he will be spending 80 days on Tesla upgrades. The main reason for focusing on the elixir items first, is to get them out of the way and repurpose the elixir to upgrading the walls...figure this is a way to get them to level 9 while I am still upgrading all of the defenses.

Thanks for posting this, I will be TH9 in less than 3 days as well.
I am two weeks into TH9. I think the obvious answer is that you should prioritize offensive upgrades over defensive. But in practice I found that difficult. I ended up trying to stagger my builders so that a had one finishing every day or so. Towards the end of my barbarian research I switched to gold upgrades so I could save elixir for giant research. I can see alternating elixir and gold upgrades going forward just to keep builders staggered and resource needs more balanced. I also set my goal on AQ to 5 asap and that was pretty easy to do, she is my favorite part of TH9 so far. Here is what I did.Quote:

I just went to TH9 a little less than a month ago and here's how I have decided I will be upgrading with 5 builders:
First round of upgrades - AQ nonstop (at least to lvl5), both Xbows (nonstop to lvl3), Spell factory, Laboratory, and all new buildings + walls + traps + bombs (just buy them quickly, they take very little time to get)
Second round of upgrades - Heroes nonstop, Army Camps, Clan Castle, Drills (have gotten both to 4 but will be getting them to max asap), New storages to max, New buildings to th8 max
Third round of upgrades - From here it is a little personal preference but I'm thinking of maxing Wiz Towers > Mortars > Air Defenses > Teslas > Archer Towers > Cannons
Lab - My personal preference, I'm going Giants > Balloons > Barbarians > Archers > Golems (to max for th9) > Pekka (to max for th9) > Witches > Lava Hounds > Minions > Goblins > The rest of 'em
Not sure if that helped or not. I'm currently on the second round of upgrades getting my buildings to th8 max and on the archers step in the lab. It has worked out really well so far and I wouldn't do it any differently if I had to do this differently.
