Noob global is default you can go im just saying noobs only have access to noob global until they unlock a new global I.E league or forum global.Or until they pass level limit hope this clears things up

I think the OPs idea is that you can pick what global you want to join a bit like changing language there'd be another option to say something like "choose global chat" and then the list will appear ones you've "unlocked" will be in color ones you haven't will be faded. So you can still converse with the noobs :)
