A collector buff would be the most ideal one because it would be a smooth one. Currently it takes weeks to save up enough for one upgrade if you are just sitting on collector income. Collectors should scale a bit more with the resource requirements in higher level townhalls.
But based on the poll, it's amazing how many people are downright lazy and looking for a handout all the time. I say fix the loot and remove every inactive base there is.

The only option here is to remove bots from the game. Not an easy solution and probably impossible, but it really is the only one that would help in the long-term.
