Yes. If you have a town hall at level nine you will have access to high level units, can upgrade buildings more, will be more likely to advance farther up in the leaderboards, will find it easier to recruit newer players, will get more loot, will have more friends, will accumulate more wealth, will live a happier life, will never be annoyed when you read the comments section on YouTube, and the world shall finally know global peace and harmony.
