Change making a clan with just 40k gold

I really believe the lack of loyalty stems from the ease of being able to create your own clan any level can (once they get their cc) i mean it only cost 40,000 gold thats nothing i think. i believe that if SC changed it from 40k gold to say 500 gems it would thin the tiny clan that eventually end up losing interest and going inactive. Also by changing this i believe it would strengthen most clans and most people would think twice of breaking away and starting their own clan that eventually fails. Just a thought
