Yep, that's why you need to spread our your infernos a bit.
If theyre close then yes you can get both. I think freeze has like a radius of 6 tiles
As stated already, yes if the infernos are too close you can freeze both with one spell.
In case you wanted to know where to drop the freeze spell to freeze both infernos, I have attached an image with a green dot. You put your finger where the green dot is, and you can freeze both infernos, provided they are right next to the Town hall. :)

If coming at that particular TH from the bottom, it would be much more economical to freeze the bottom Inferno as well as the 2 xbows either side.
I do realise thats not answering the question asked, but just thought Id point it out.
