I don't think it would be best to do both xbows at the same time. Since you only have 3 builders if you do both xbows then lab you wont have a builder available for 5 days. Id say do 1 for xbow, 1 for lab then 1 for the new buildings. Push a bit higher to get some DE so you can have your queen as soon as TH9 finishes.
Surprised no one has said this but Spell factory should be a huge priority (especially if you war alot).
Time to build means time you can't make spells, and the addition of another spell (4 now total) is instant gratification and can make all the difference in war.
I'd go factory over camps first personally as +5 camp space doesn't do much on its own. +20 yes, but odds are you won't be able to do all at once as you will need quite abit of elix for your lab, factory, drills, and camps, etc and you'll need other builders working on gold upgrades as well.
What I would personally do:
Elixer: Lab and factory first, camps after that followed by drills, storages, then dark barracks.
Drills also extremely important as you need a ton of DE for the Queen now. Two max lvl 6 drills are 4800 de/day doing nothing but sitting. Definitely want to get those up asap or at least the new one built.
Gold: Make at least 1 xbow if you want. (6mil for 2 will take up all your gold if you have full storages so you won't have any left to build other defenses/walls which I can't say I'd recommend).
If you have max storages, 5 builders, full war CC loot, and can sell some decos that would be the only way I would do two xbows immediately.
Then I would do CC, followed by all new defenses to TH8 lvls...then follow your traditional splash first, point defenses, etc. Teslas and Ad's may also be a higher priority depending if you war as they are a key part of most core war defenses.
You will also want to build up your new elix storage asap, as pretty much all TH9 troops barring barbs are 6mil. 6mil is max you can hold at TH8 so you will want to get that up so you can research a troop immediately when lab is finished and still have enough excess elix to train a proper army.
All I can think of for now, GL as a new TH9.
Also I wouldn't be so quick to upgrade Barb/Arch first as a new TH9. Lvl 5 for the most part is already sufficient for farming/collector raiding as is so apart from doing barbs first (because they are cheaper) I would do something much more valuable like Giants/Loons for instance.
Giants/Loons receive a massive boost over their lvl 5 counterparts. They're drastically better, whereas barb/arch is fairly minimal at best.
Aside from wanting lvl 6 arch for donating, that would probably be one of my last troop upgrades, even with the decreased research cost post-update. They cost 100 more elix each at lvl 6, and receive a very minimal hp and dps increase. Barbs get a slightly nice boost in Hp which in turn makes them a little more tankier. They are also your cheapest troop upgrade as a new fresh TH9.
But if it were me I'd do Giants/Loons. At the very least giants, if you don't have any intention on using loons.
consider pushing to masters (it is totally doable as TH8) and get that builder.

I've been at th9 about 6 weeks now and I wouldn't do both xbow right away, especially not if you only have 3 builders. The xbow especially at lv1 aren't all that powerful really, dps is 50, less than a lv10 cannon or archer tower. To me, at lv1 the biggest asset is intimidation of lower guys. With their long build time 2 of your builders will be tied up for too long.
I'd also push to masters (did it as th8), or invest a few bucks if you don't have time to sit online for hours and get another builder.
My priorities were lab, aq and all new defences first. Even a lv1 wiz tower is better than none. After that, all my DE went into the AQ, elixir into the drills, camps, spell factory, dark barracks and gold into the new defences, walls, cc and one xbow after the other.
