Earning Townhall 11

When Townhnall 11 is introduced, whether a month from now or a year, I think it would be wise to only allow players to move to it if they have 5,000 multiplayer wins.

That would give the huge glut of bored TH10 players a reason to attack, and would make a new TH level something one must earn rather than purchase, at least to some degree.

I think some of the consequences (easy to think of and some unintended ones that I personally think may result) would have a positive affect on the TH 9-11 economy.
