Just friendly forum advice: Next time, instead of posting a reworded question, just edit the original post.
As to your question, read Ninja's Guide To Upgrade Strategy, which is conveniently right below your first post at this moment. I'll add the link in my edit, since I forgot to copy it before I started posting this.

Read that and I'd say follow it. If you are going to 9 with Gems, I'd use them to boost your barracks and farm TH8s like mad.
Five builders first, then barracks boosting, then if you still have gems you are itching to spend use them to gem the wait time on archer queen upgrades (do not gem the de to upgrade her). You will be able to farm so much faster with her but you need to level her up as fast as you can.
Max your builders if you are active enough. Then, do NOT gem resources, they are easy enough to get. Instead farm hard and get enough resources for the next upgrade, gem the time on the current upgrade, and you're set.
However, if you are not into grinding out farming and you want resources, boost your collectors. NEVER gem pure resources, it's a complete waste of gems. By boosting collectors you will get the same amount of resources for 1/10 the gems.
Lastly, I'd recommend using gems when you hit a new town hall level, specifically town halls 9 and 10. When you get there I'd recommend gemming the spell factory, army camps, and possibly infernos.

In that case use all your gems to become a fully maxed TH10 right now.
