There is no "best" army. Different armies are good for different things. E.g. Mass giant against eggcrates, healer giant for exposed air defenses, etc.

Seriously though, recently I have been attacking with 8 wb, 9 giants, 50 gobs and the rest archers. But archers are my highest upgraded troop
The best army composition would probably be 3-4 golems, with a mix of pekkas and wizards. Of course, will be quite expensive unless you're a high trophy player.
also all dragon set up has been nerfed now since th8s and th9s have an extra air defense.
