OP, this has been suggested countless times. If you look around a little, you should find some very long threads with arguments on both sides of the issue.

Sig has a link to a thread with an official response if you'd like to read it. To save you some time "It's not in the cards" although I'm sure they'll consider original ideas.
Even better if you know people in the clan, they can just let you know once the war has been started and you can rejoin, no harm no foul. Literally the only negative to this is your clan donations being wiped, but I'm sure the leadership of your clan will not care about low donations if they know it gets wiped every war.

Many people who are busy don't exactly know when they can get on the game and they'd like to check on chat once in a while for a break. Another negative part, that does matter, is that if the person chooses to leave the clan too soon, they won't be able to talk with clanmates and check up on things like clan wars. They can't help donate and they can't give tip on clan wars. If they don't leave soon enough, they might not be back in time to leave before war starts so opt out makes things easier.
Sure you can kick the person out just before war starts but then there's the extra hassle of recording names and rank if you plan to repromote them (still something even if minor). Some people don't take kindly to kicks in the first place and less loyal members might feel like it's not worth the hassle so they won't return. Upgrading more than 1 wall at a time was hardly a problem and this is a more frequent problem because after a certain point, upgrading a row of walls doesn't work especially when the row is too long and requires more more than you have
