Correct. Its just an idea many have been tossing around. Essentially, there isn't a loot problem as much as a nexting problem. Tons of bases are not worth attacking. Why is that? Because they don't hold any loot.
To me, that is just silly. Now, players would certainly still lose loot when raided. But why does it have to be a zero sum game? Increasing league bonuses was a good start, but I think that each base needs to have more intrinsic value (separate from the loot held by the player) that makes it worthwhile to attack.
