The quote means that there will be no hero for every troop but there can be a hero for a few of them

Requests for an individual hero based on a troop is not ruled out.

I'm fairly sure that new heroes have been ruled out but oddly couldn't find it in the ruled out list. So, if it's ruled out, be gentle on this kid.

Otherwise, I think a goblin king is a more awesome name than an idea. Heroes are sinks to pour loot into, and have a defensive role as well as attacking.
