It's part of the games aspect. Limiting hoppers will limit innocent people. Therefor this won't be happening nor will Supercell at anytime in the near future try stopping Hoppers.
I've always hated clans with these rules, but have it so they must donate x amount of troops before requesting.
This would kill the request and leave clans ... The friend in need achievment would become soooo hard. So clans just dont request enough. Some players are clanless and hoping in and out of requests and go's helps with the CC. You would kill them because ??
Dont like hoppers ... Make the clan invite only ...

If somebody joins and instantly request somethin I will just give them barbarians so they dont get anything good.
The problem here is the clans with 2 clan structures (I.E: Main/feeder or war/farm) would have guys penalized within their own clan structure. there would avhe to be some way of linking clans to go with this. it ould need to allow there to be no fee for cases where a person just came from a linked clan. And you also have to have a linked clan limit so guys can't just link to the rest of the world. (There are those that would as well as those that never would) But now what I have described has just become horrifying complicated to implement. (plus I can think of a few abuses)
A positive - The fee would go back to the bank (Supercell) so it does turn a profit for them. Maybe if they were getting some bucks off the hoppers they could relax some of the other limits they have put in place that make it harder to get loot these days.
Unfortunately my second point does not outweigh my first one.
See their FIN before accepting them, if he/she has low amount of FIN then don't accept them. As simple as that. That doesn't mean that the player is definitely a hopper, but most hoppers don't donate much
Serene Jazz is right. There is also the donate before request rule that can be invoked. Most true hoppers cuss at that. or they just giva few archers then ask for a dragon/pekka/dark, But you just give archers back and keep the exchange even until they have been with you for a bit. There is also the ignore them and do nothing for a day method. That includes not using them in wars until they have sat through one or been there a day or two, whichever comes second.
Hoppers are highly impatient by nature, that is your chief defense against them.

Then the hopper abuse/spam/irritate till he gets kicked. There are already enough spammers out there who join clans just to advertise other clans/sites/products and leave.
How will it limit innocent players? join fee or cool down time will be pretty low for the first 5-6 times and will be reset every season.
I have have been in 3 clans total for the past 6 months out of which first broke up and second clan is the parent clan of the third clan which I am still a part of. Hence I dont understand the reason for jumping several clans and 5-6 clans per 2 weeks is more than enough in my opinion.
We as a clan tries to help out our low level players and do not ask them to donate anything. We only expect them to stay loyal, attack in clan wars and in the future help out others in future.
You can see herein comes the problem. Hoppers take advantage and leave while loyal clan-mates lose out.
We like having a open clan why should the innocent playes suffer because of hoppers?
This is the only argument other than the one i made against myself a while ago (which was hidering hopping between sister clans). I like that you gave an actual reason why this should not be implemented other than oh just ignore them or kick them or make it invite only (although you did that too :P).
Friend in need is supposed to be hard according to me. It meant for higher level members to help low level members of their clan not random strangers according to me. Yes it is tough but I am halfway there (12040/25000) without hopping guess who appreciates it? thats right my clanamtes. Another of my co leaders is a legend in our clan cause he has donated 40000 troops till date again without hopping (he has been in only 2 clans).
But your point is also valid cause not everyone will share my opinion and I concede this might be a genuine downside for this idea.
Thats all well and good but why donate to hoppers when my lv 5 barbarians will help loyal silver3 clan members. Why encourage hopping ?
This is a valid solution and is what we currently do (ignore new players or donate only archers for a period of time). Not using them is war is tough as we have back to back wars with 12hrs gap for recruiting and kicking. then hoppers end up leaving in middle of war leaving 2 unused attacks :(
