If your defenses at maxed go on to TH9. with the addition of elixir walls, you'll be able to get them upgraded I'm sure. LoL

Beyond the looks and status factor, they are utterly irrelevant in clan wars. Probably minimal value in raids. Heck they may hurt in clan wars because the calculation may rate your base "much stronger" if it has all skulls.
1/2 skulls, 1/2 purple crystal. don't think my 50 million gold into skulls has helped at all.
If you plan on playing the game for a lot longer, then yes, upgrade the walls to Lvl 8. But, don't let the "purists" sway you from upgrading to a TH9 just because you haven't finished upgrading every single wall. I totally get having things maxed out, but if you don't max everything and want to move up, then why not? Its a game and you can play however you want. Don't take life to seriously, because, THEN you will look like an idiot. ;)
