Great and useful idea!!

How would it work? Bring dead troops back? Seems a little op to me.

Set the time maybe to an hour.

I think that the 10% and so on regenerated health is a good idea. That will really stop if from being OP. But I also agree with what was said above; increase the time, but perhaps to 45 minutes.
