I agree. Waiting for TH10 for Lvl 4-5 pekkas is not worth it.
Lol, level 6 giants and level 5 wizards already destroy a fully maxed TH8 with full cc. It doesn't need more fire power.
I'm not sure what the point would be. It's like getting lightning to level 4 at th5. Can't do anything else with it until th7. So what? For the player that wants to completely max or have a slight edge at the lower th, it is there. Otherwise, be patient...or rush, if you really need a lvl 4 pekka.
th9 really need pekka lvl4 to deal with inferno or lvl7-8 tesla

Max th9 is a long way from a th8. Why should pekkas still be lv3 for us at th9? Lv4 would make pekka more viable for wars without being too overpowering.

You want the top player to spam 30 Valkyries at level 5 and keep winning at 5000+ trophies? Then you will complain on defence too.
That is why they are maxed at current levels right now and not giving us higher level troops.
The people who are saying that TH9 already have enough firepower bc they can already flatten a TH8 are looking at the wrong end of things.
I can flatten any TH8 with any half decent TH9 army...GoWiPe, GoWiWi, LavaLoon, Max Hogs, dragons, loonion or giant/wiz, usually without even using all my spells. Giving me level 4 PEKKAs wouldn't make a difference on that end.
The complaint that TH9s have is our highest regular troops, PEKKAs and dragons, don't get any better from what is available at TH8. Dragons are the biggest problem...they become at best a 2 star strategy against TH9s, and more often one star or even 0 if you're dealing with level 7 air d and level 3 xbows set to air. And at level 4, they're not much use to TH10s either, other than for beating up on TH9s (and there are better armies for that too).
Likewise, a PEKKA 3 is less useful than a level 1 witch, especially when going up against bases with high teslas. I've actually tested this, and I consistently take out a considerably higher percentage of the base with a level 1 GoWiWi army than a GoWiPe army with level 3 PEKKAs. So the point of PEKKA 4 for TH9 is to give GoWiPe a better shot at 3 starring other TH9s, and to give TH9s a better shot at going up against TH10s.
