The clan can donante a limited amount of resources.That you could ask for resources.

Pretty sure its been ruled out. But if not, then there would have to be a steep tax- sort of thing, on any transfers. I hardly think that they will implement this because if a lower level player needs resources, he can request and th8+ with a surplus of elixir can donate without consequence and thus use it to upgrade troops/barracks/camps etc
