Hi... can rocks pop out of the ground like the trees and mushrooms ?

Don't worry. We did that stuff in third grade lol. I just wanted to see how you respond.....I can stump a few ppl here and there with that.

I totally disagree with the saying that the term growth can only be applied to living organisms. On a side note there is a level 140 in my clan who still has rocks in his base from the start of the game.

To actually answer your question...

No, rocks do not respawn. Simple thinking answers the question- rocks aren't organic, and therefore they do not 'grow', so no respawn.
