When you get to town hall 9 or above, the upgrade costs suddenly become extremely high. And yet, there are many bases with a fair amount of resources - either they are too tough to penetrate, or they are lower levels which have little loots available because of the loot penalty.
So this is the dilemma. Higher town hall level people need a large amount of resources for their upgrades, but tough loot penalties and high match costs hinder the progress.
I think the loot penalty works well the way it is now, it only really negatively affects people who rush the townhall
I also think the loot penalty is now very fair. I cannot sympathise with those who have prematurely upgraded their townhall. I took my time with TH9 to ensure i didn't find myself in that position and very much enjoyed the upgrade process (walls included). Possibly try a different trophy range, this may help resolve your issues if you haven't rushed th upgrade. Helpful hint: I found that 2000-2200 trophies was ideal for finding great loot during that time and used an army comprising hogs, wiz, archers, barbs and heroes to clean up with a castle full of lvl 5+ wizs.
